General Procurement start vide their none dated 14.7.2011 has sought the ex-post-facto benediction of competent authority for the procurals made or services availed in connection with 5th SAARC Conference of Speakers and Parliamentarians held in the month of July, 2011. The consumption involved in procurance of items/services availed is Rs. 19,03,205/-.
Reason for not following formal procedure involved in procurance of items and seeking ex-post-facto approval, as mentioned by GP Branch, is extremely minuscule span of time (from the date of request/demand for procurement by Conference Branch and approval of sample by HS).
For examining the facts in details, IFU vide its note dated 20.7.2011 requested the GP Branch to provide all original files relating to procurement of items for the 5th SAARC Conference. Accordingly, 7 files relating to different procurement were received from GP Branch. The same hold back been examined and following facts have been noticed.
